Thank you! I asked this question on the Proxmox support portal. They confirmed that they do provide support for Ceph as well as long as it's not external ceph and it is the Ceph package provided by Proxmox.

If you were to buy Proxmox support, will they help with Ceph problems? We have been having problems with Ceph slowness and I would like some support for it but unsure if the Proxmox support team deals with Ceph. The Proxmox subscription agreement only lists Ceph in regards to bug fixes.
