The Qdevice does not need to run PVE. It can just be plain Debian. In fact I’d say it shouldn’t run PVE.

LXCs are different than Docker images. To the OP, you can use standard Debian commands (apt) in an LXC to update to the new version of PHP. But I am not sure if what you need is in the backports repo or some other 3rd party repo. But, honestly...
