    Given how old you Promox VE install is and that it will also need to update debian itself two times to new major versions, I would really start the question why upgrade? Not to say you should not upgrade, but I think backup, reinstall latest...

    yes, the packages are (still) available: http://download.proxmox.com/debian/pve/dists/ please read and follow the upgrade guides, and ensure you have (working/tested!) backups before starting!
