So I managed to get it fixed, NX mode needs to be enabled in the BIOS, refer to https://forum.proxmox.com/threads/cannot-boot-into-windows-vm-nor-windows-iso.64072/post-292065
If I change use UEFI I get the error:

I installed Proxmox VE 7.1 on the following hardware and are receiving stop errors when trying to boot from Windows ISO's. The vm are created successfully on the storage and the ISO files were tested and working. SVM has been enabled in the motherboard too.
