Proxmox 8 is based on Debian 12 Bookworm. PVE 9 is based on Debian 13 Trixie.
You should not be running PVE8 on Deb13, or PVE9 on Deb12. How you got into this situation we don't know. The cleanest way to resolve this is to backup your VM data...
