You can also bypass most (all?) requirements of the windows installer if you just deploy it using command prompt. Press Shift + F10 and use diskpart for partitioning and dism /apply-image to apply the w11 image you want. I used this method to deploy latest w11 insider. I have no vTPM, or secure...
