    I stumbled onto this issue with PVE 9.1.1 with the bpg/proxmox terraform provider. In the GUI: Datacenter -> Node -> localnetwork -> Permissions -> Add -> <YOUR TOKEN/USER/GROUP> -> PVESDNUser This fixed this error for me.
