    Can't start VMs after a system reboot

    I've seen numerous issues just like the one you're reporting with 5.3.18-1 and 5.3.18-2 and came to the conclusion that they're just "broken" in various ways. Try booting in to the 5.3.13-3 kernel again and good chance it'll both boot and be stable.
