You could check some trivia (disk full?) and run apt update && apt full-upgrade to make sure the package database is a) uptodate and b) consistent.

Only if this runs fine try again to install tzdata. If it fails again try to "officially" remove it first e.g. apt purge tzdata.

In between you may check the version, on my PVE 8.1.4 it is:

tzdata:
  Installed: 2024a-0+deb12u1
  Candidate: 2024a-0+deb12u1
