If I setup a VM router on Proxmox, what happens if the VM router is shutdown?
I shutdown the VM router and Proxmox is able to access the Internet via the bridge router, but doesn't this mean it's exposed to the Internet with only default IP tables as a firewall with the VM router down?

I would have thought with the VM router down, Proxmox would lose network connectivity as the traffic is supposed to network via the VM router.

Hi,

That depends on the network configuration on the Proxmox VE and the VM router you created and configured. Hard to say why this action happens and the PVE has internet after you shut down the VM router without more information about the network on the Proxmox VE side and the VM router configuration.
