I want to enable PC speaker as audio output device. I have a VM that plays MP3 and WAV files via C program and bash scripts. These are audible text alerts that are meant for nearby users. Is it possible to enable PC speaker in the Proxmox host?

After all is enabled, how do I pass the PC speaker hardware to the VM?

Version:
pve-manager/8.2.2/9355359cd7afbae4 (running kernel: 6.8.4-3-pve)

First step is to enable PC Speaker. How do I go about doing that?
First step of which guide? Sorry, I don't understand yet. What do you mean by PC Speaker? The thing that goes beep on the motherboard or the audio device you showed earlier? The first one (beeper) cannot be used by a VM, the second one (HD Audio Controller) requires audio speakers connected to it (usually using a 3.5mm plug).
