Issues upgrading proxmox 1.7

When tried to upgrade a production server from version 1.7 using the following link:
http://pve.proxmox.com/wiki/Downloads#Update_a_running_Proxmox_Virtual_Environment_to_1.9

Once I rebooted the system my network cards were not accessible so I had to revert from whatever the default boot was back to 1.7 or something that currently is working for now. Here is the information of the working environment:

pveversion -v

My question is what exactly are the choices of upgrade to 1.9? I tried a test upgrade from 1.xx to 2.xx and
did not work and got many error messages. In ways in my opinion upgrading from 1.xx to 2.0 is very risky. So in this case I wish to do the safest upgrade. So am I using the right documentation in th elink above? Does 1.7 upgrade directly to 1.9? Or do I need to upgrade to 1.8? Many thanks in advance.
