I am running Proxmox VE on a dedicated cloud server. Whenever I start a Windows VM and let it run for a few seconds, it freezes on the loading screen, the cpu usage goes up to about 80-90 percent, and doesn't do anything but that, until I stop it. I'm pretty new to Proxmox VE, or Proxmox in general, so any help would be greatly appreciated.
 
I am also unable to use my key on the server as there is 3 cpus, and i have a key for 1
Contact the seller of the license and suggest to pay the difference for a subscription for 3 CPU sockets? Or get a cloud server with one (active) CPU socket?
Also, I have no idea why Windows VMs would be troublesome on your cloud server.
