Allow notes/annotation on KVM Attached disks.

We use multiple disks as the root of various data pools, it would be handy if the WebUI allows for notes or some form of annotation so we can document the purpose of each disk.
 
The functionality already partially exists - see "notes" option:

Only a small subset of storage drivers support it currently:
Dir, PBS, Cephfs, NFS, CIFS, Blockbridge.

Notice that the first 5 are file bases and hence are able to store notes next to a volume file/bundle. In Blockbridge we can store them inside our Extensible Metadata alongside the volume.

You can only set or get the notes via API at the moment (for PBS its available in UI). If you have a specific backend you would like to create notes for - you should open that request in https://bugzilla.proxmox.com/
