Can't move EFI disk if VM is running (from LVM Thin to ZFS or from ZFS to LVM Thin)

TASK ERROR: storage migration failed: block job (mirror) error: drive-efidisk0: 'mirror' has been cancelled

yes, it should work when the VM is shut down.
You are most likely experiencing this bug (QEMU does not allow mirroring if the size of the images is not exactly the same): https://bugzilla.proxmox.com/show_bug.cgi?id=3227#c13
