I've added an SSD and a hard drive, but Proxmox doesn't detects them.
Proxmox detects the hard drive and SSD when I reboot, but is there no way to scan for new disks without rebooting?

The underlying OS of Proxmox is Debian Linux. Linux works great with hot-pluggable disks IF the hardware platform properly supports this. Many older ones do not.
Check your "dmesg" after the disk is plugged - are there any messages about device arriving? If not, then its a hardware/bios/firmware issue that you may or may not be able to solve.

Good luck
