After Host Node Crash VMs Won't Boot Unless Cloned

We have a reproducible issue where if the Proxmox host node freezes or crashes or is powered off with VMs running, ALL of the VMs on that node will only boot into Emergency mode and no FSCK or XFS_Repair can make them boot. Sometimes the original VMs will boot if we select an alternate kernel. However, if we clone the VM, the clone will boot fine, 100% of the time. But depending on the size of the VM, this can take a very long time.

We would like to understand why this is and what action to take so that the VMs will boot regularly without having to be cloned.

Please let us know what information would be helpful to identify this, or is this a known issue?
