zpool import at 6-3-1 iso debug mode doesn't show all of my root data

I see an

/rpool/ROOT/pve-1/

but it's empty

When my system would boot using one of the kernels. I would actually have data. I installed proxmox onto a second hard drive and similar results.

I'm trying to chroot into it to copy a working kernel over but I don't see any folders.

When I installed proxmox to my second hard drive and attempted to add a zfs partition from the storage/disk option. It would list entries that I don't normally see using a zpool list (such as /rpool/docker)
 
if anyone's interested in my kernel panic.
"can't open '/scripts/zfs': No such file or directory

I have some data in /rpool (for example subvolumes).

zpool list shows it's healthy.

So I'm not sure why I'm getting this sometimes I see it sometimes I don't issue

I have 4 kernels to choose from. First two kernel panic. last two drop me to initramfs and complain about no zfs.

I've seen similar behaviour when there is no root to chroot to. So I suspect that is what is happening
