A Windows instance that is doing significant work will quickly use most of its RAM that isn't used by applications as cache. That cache memory is "used" as far as Proxmox is concerned.
windows fill the memory with 0 block at boot, so memory is reserved by the vm.
But the ksm feature can reclaim this memory when host reach 80% memory usage.
