I want to use Proxmox for different domains to different mailservers.
Number of domains: 15

We dont have an ldap connection. We want to use ticket authentication
Is it possible to still have the end user login to his or her's user quarantine.

If yes, with what name must they login.
Also what version of Proxmox must we buy?

Thanks in advance.

By using "ticket authentication" the end user do not need a login/password. instead of this, a unique ticket link is used in each report.

If your domain list is not changing during the year, you can go for a PMG_STD_UNLIMITED. If you want to change the mail domain list by yourself via the admin web interface, you should go for PMG_PRO.
