I made the install disk in the usual way, using dd, and I've confirmed it boots on other machines. Every other OS I've tried on the HP has booted fine, so unless UEFI is required now I don't know where to even look. I could probably run out and grab a blank CD to try and install from, but I'd really rather not if I can avoid it.

I ran into this issue as well on BIOS 3.07. I upgraded to 3.60 by creating a FreeDOS bootable USB w/ Rufus and copying the dos_flash files to it which enabled me to boot the USB created with Etcher.
