Two node cluster + qdisk. Rgmanager stops after qdisk failure.

Hello,

Currently testing a two node cluster + qdisk and manual fencing(for the moment).
I've noticed that when I poweroff qdisk, cluster seems to have quorum (2 nodes left) but the rgmanager service is in "stopped" stated.
I cannot start vms which are HA enabled.I can start vms which are not HA enabled though.This does not happen when one of two other nodes is off and qdisk online.
Is this expected? I thought in such setup the cluster should continue to work.
