the Memory usage at control panel is different of the VPS.

VPS memory usage: 611M
The memory usage at the control panel dispalys the VPS is used 3.81G.

VPS configuration:
2 cores
4G ram
50G ssd
Windows server 2012 standard version, Unactived.

The master server configuraiont:
2xE5-2670
32G RAM
480G SSD + 1TB SATA
5 VPS (all 4G RAM) at it.

I have encountered such a situation.
The proxmox panel shows that the memory is over 80%, which is only 10% of the actual VPS, causing my server to run out of memory. I opened three vps, each memory: 12G, 12G, 2G. Three vps memory actually use 3G memory, but the panel display has been used 48G, linux system, view the memory usage is 48G.
