Yes.
If you use PVE as the nodes also for the other Ceph host you can install PVE on the new host as well and just not have any VMs running on it.

Thank you. And can we setup a KVM HA cluster with 2 servers for virtualization and 2 servers for storage only ?
Depends on what you concretely have in mind. If all 4 nodes are in the same PVE-Cluster you can put the VMs on only 2 of them.
(For your ceph cluster you also should consider having 3 monitors running (on 3 servers), and to have a sensible min_size setting you should have OSDs in at least 3 servers) .
