SNMP no longer reachable after installing PVE update cluster-wide

installed PVE updates 3 days ago. since then, trying to read SNMP times out. snmpd is running. no firewall enabled. if i restart snmpd it takes a very long time, about 90 seconds. once the service is restarted i can do an snmpwalk and it will pull data for about 3-5 seconds then stops, eventually saying timeout no response. on the host, systemctl status snmpd.service shows it is still running and active.
"ss -tuln | grep 161" run on the host shows "udp UNCONN 0 0 0.0.0.0:161 0.0.0.0:* ". but a port scan of that host shows udp 161 is not open.

so far this is happening on only one 3-node cluster. another 2-node cluster with the same updates snmp is working fine.

i'm at a loss, can't figure this out.
