Small cluster data redundancy options/suggestions

I am still wrapping my head around the storage options in Proxmox but need a little help so I can purchase the right storage for my use case. I am building a cluster across three Odroid H2+'s with 32GB of ram each. This is for a home setup to serve as a lab environment and several services. The H2+ has a single m.2 slot and I am trying to decide where to put my storage budget:
3 larger m.2 ssds for each node - 1TB or so for each node assuming I can pool this storage across nodes in some RAID like configuration
Smaller ssds (128GB) for the nodes and purchase an external usb drive bay or a dedicated NAS like a Synology.

I am limited to 2.5G dual nics for networking and USB 3.0 locally.

My goal is to have:
Redundancy for VM and container disk.
Shared and replicated data storage for VMs/Containers.
Create a NAS, either via virtualization on the cluster or purchase a dedicated solution if that makes more sense.

Reducing potential bottlenecks and keeping complexity to a minimum on the cluster are my priorities. The most shared storage for the cluster I would really need is 1TB or so. I can always just throw really large media files, etc on a cheap USB drive I already have and I don't really need redundancy for that but it would be a nice to have.

Another consideration to throw in the mix is HA. I don't think I need to do this but I suppose if I go the dedicated NAS route that would be a rather simple option.

I appreciate any input and apologize for any misunderstandings I may already have. I am eager to setup things up and just start learning the hard way but want to avoid wasting money in the wrong places for storage as it can add up quick.

Correct. HA also works if you run hyper-converged Ceph across your cluster.

USB disks might become a bottleneck.
