Should pve-cluster running? On which machine?

I have 2 nodes + 1 quorum total 3 machines.

From GUI, this is the status of the HA:

I know something is not right and I notice all the machine has no pve-cluster process running.

Should I run pve-cluster (service pve-cluster start) on all of the machines? or just on particular machine?
