Restoring whole server

Sorry if this is already asked but I could find it in the forum. I really like PVE and BPS backup and restore is and straightforward. My question is how to perform VM restore in the complete system disaster? Let's say I have my PBS but my single server is burned down - literally. So i get a new server, I set up a new PVE I connect PBS but currently you can restore VM or file if you have the VM's in PVE. Is there a possibility to restore a vm from PVE or BPS that does not exist in PVE?
 
That you have backup als VM or LXC on your Proxmox VE or Proxmox Backup Server you can access on other machines.
You must have the access password/ ssh-key and so on.
That's the function of this processes.
You can also the 100% Backup on you Proxmox VE to other Server and use it there.
 
When u backup a VM u also backup the config of the VM automatically. For backup the pve host config u will find answers here in the forum.
