I have the same problem with the same setup. XP32 SP3, IE8, Proxmox 2.
I get the prompt about the certificate error then a blank screen where the management console is supposed to be. I can SSH without a problem.
The problem is the same with win7-64, IE9 (both 32 and 64 bit versions).
I get the management screen correctly from an Ubuntu VM with Firefox and from Win7 with Firefox 9.

Just thought I would share my experience...
