Port forward works on Container, not VM

I have a container set up with splunk (port 8000) and VM set up with Plex (32400). I'm able to port forward into the Splunk container but I'm unable to port forward into VM. That is, I can set up the port forwarding for both, but only the Container actually connects.

I'm using Google Wifi as my internal network. I get my internet through a bell router, which also has the correct port forwarding set up. So in the Bell router network, I can hit the forwarded port 8000 of the Google Wifi, but not 32400. I've placed the Google Wifi in the DMZ of the Bell router to eliminate any double NAT issue, but the same results.

internet --> Bell --> Google Wifi
x.x.x.x --> 192.168.2.0/24 --> 192.168.86.0/24

Inside of the Google Wifi network, I can hit both just fine.
 
I didn't solve the issue, but I did a workaround. I migrated my Plex to an unsecured container, mounted CIFS on the host, then did a bind mount into the container.
