We are planning to implement PMG in cluster which will operate at 2 different locations.

Does quarantine is replicated across nodes?
How reverse proxy will work in cluster setup? (For quarantine access)

yes

* the spam-reports (containing the link to the quarantine interface) are sent out by the masternode ...
* the link to the quarantine-interface is configurable (GUI->Configuration->Spam Detector->Quarantine)

I would suggest you simply try those things out - and if they do not work as you'd expect - you can always open a thread
