New migrate_speed and migrate_downtime settings

This Features:

New migrate_speed and
migrate_downtime settings

Are in 1.4 beta2 are this new features.... a dont install this release, but now in 1.4 (final). I dont find it. Its removed ?

From the manual:

      migrate_downtime: num
        set maximum tolerated downtime (in seconds) for migrations. [default=1]
       migrate_speed: num
        set maximum speed (in MB/s) for migrations. [default=0 (no limit)]
