Network performance when copying files to Plex server inside ProxMox

Hello, I have an strange issue where I cannot come higher than 10MB/s when transferring a file to my Plex server within ProxMox.
I ran an speedtest-cli --simple command on the ProxMox server itself and the Plex VM and they were both pointing to 700+mbit... Hmm very strange indeed.
I am copying these files with WinSCP, but I also tried Filezilla and cyberduck but they all gave the same performance.

The Network card on the Plex VM is a Virtio paravirtualized card. Does someone know what the problem could be and where this could be?
The servers I use are the Dell R720 and the Dell R720XD they are both in the ProxMox cluster.

It is weird though, the Plex host itself gets 4mbit upload, but the VM's inside get 600MBIT upload... I am on a 1 gigabit ethernet connection.
 
Can you reproduce the slow uploads with anything else (i.e. not speedtest-cli)?
 
If nothing else helps - you could try to record some traffic (on various interfaces where it passes) using `tcpdump` and check the pcap file with wireshark

Well apparently it has something todo between the connection of my ISP to the datacenter. As I have 80+ percent packet loss on an IP that is of my ISP.
 
maybe check with `mtr` where the packetloss occurs - that would help your ISP/DC

Yesterday I called my ISP with the MTR results and it results that somewhere on their line there is a 80%+ packet loss on a specific IP. But after that the packet loss is 0.0%. Someone also told me that it could be a Red Herring situation...
