You need at least a minmun of three nodes, otherwise you can not get the high availability and quorum.

    Check: https://pve.proxmox.com/pve-docs/chapter-pveceph.html#pve_ceph_install

But first I would recommend you to check what CEPH is, how it works, etc. I have the feeling, you not exactly know what CEPH is, what it does (or not) and how it works.

Yes, because CEPH doesn't care about your services. CEPH is a network storage, you only store your virtual disks on it. Really, you should check what CEPH is or not.

If you want to have HA you need a minimum of two nodes and three Monitors, otherwise it will not work. Normally you should start with an odd number of storages and monitors, at least a minimum of three of both.

Yes, three PVE nodes where you can install three CEPH Mons and use them as HCI.
