IOMMU Support on Core i5 7400

So here's the thing,

I have this little extra server i put together, it's a z270 mini ITX motherboard from AsRock which has a Core i5 7400, 32GB ram 1x 970 evo 500GB, 4x 5TB seagate and 2x 860 evo 500gb it's a mini server i want to use for backup and offsite stuff.

I want to get a windows vm working with a Radeon Pro W2100 using the gpu passthrough feature which i haven't even added to the machine itself yet because somehow even after reading all the wiki information updating grub and the settings plus making sure the modules are being loaded properly still if I go to the UI it says "No IOMMU detected, please activate it. See Documentation for further information."

So I really would like to get to the bottom of this since the i5 7400 is, at least according to intel's ark, supported for VT-d now I also saw somewhere about ACS but i'm not sure if that's just another 3 letters for the same thing or not. Also to test it out i tried adding another pci device (a wifi card) to see if it was just a glitchy message but no, i'm not really sure what's causing it, grub has been updated all the lines have been edited/added, the hardware seems to support the feature so yea..

Well if anyone can shed some light i'm new to proxmox but i've been on vmware/citrix/hyper-v for years and i'm slowly trying out proxmox and maybe someday entirely switch over to when i'm more confident about it's features/stability and my knowledge.

Have you enabled IOMMU in the motherboards BIOS?
 
please post the complete output of 'dmesg'
 
Sorry for the delay i've been busy this week and only now had the chance to turn the server online to mess with it again, here you go I attached as a txt file since it's too long to send as a message.
