I just thought I would put this out there in-case somebody else experiences the same issue,
I recently upgraded my proxmox 2.1 with the pvetest repo due to some openvz iops kernel crashes which was experiencing on kernel 2.6.32-12 (since using 13 I no longer see these issues)
when it upgrade the cluster was broken, when i say broken what i could see was.
All servers were connected to each other
files like /etc/pve/cluster.conf were readonly
Node votes was 3 (3 servers)
Quorum was 2
Version: 6.2.0
Config Version: 7
Cluster Name: greengrass
Cluster Id: 42589
Cluster Member: Yes
Cluster Generation: 440
Membership state: Cluster-Member
Nodes: 3
Expected votes: 3
Total votes: 3
Node votes: 1
Quorum: 2
Active subsystems: 5
Flags:
Ports Bound: 0
Node name: bn-co-ngn-svi-prox1
Node ID: 1

I tried all sorts of rebooting orders and restarting the cluster services (cman and pve-cluster)
SOLUTION
on all boxes stop pve-cluster and cman
service pve-cluster stop
service cman stop
On all boxes
service pve-cluster start
wait 30 seconds for it to settle
on all boxes together
service cman start
this happened to me on 2 clusters and fixed both of them.
