they are a new sdn feature (currently in beta)

where you can defined vxlan tunnel. (it should works better than GRE if you have more than 2 hosts)
if you really need gre,you can do it with installing "ifupdown2" package,
you can look at this doc here for setup it in /etc/network/interfaces

my Protected server are Public IPs not Private
and i want to bring this protected server ip to my unprotected dedicated which it's from another DC
to make vm with protected ip on unprotected dedicated
all IPs are public not private
Why do you mean by "protected" ip ?
do you want some kind of private tunnel,to route your public ip inside between both DC? do you need encryption ? (because gre or vxlan are not encrypted)

and dedicated server ip don't have ddos protection
all i need is make vm or ct with protected ip which is from another dc

now i have 2 Servers one from hetzner and second from OVH
the hetzner one installed proxmox
the ovh i have subnet /29
all i need is make vm on hetzner dedicated with ovh ips
i know gre tunnel or vxlan can do it but i don't know how.
