What do you mean by "free billing"?
Proxmox VE is open source, so you can use it free of charge.
This is like an opportunity for the client, under his account, to manage independently his part of the resources, to allocate resources to the pool, and not all the resources that are on the node. It is possible that at the same time their cost was still considered.
Oh I see .... no that is unfortunately not available. There is a kind of quota for storage if you use ZFS if you model your pools in that way, but that is all.
