Differences between the 3 "Welcome"-lists

AFAIC there are several places where whitelist-entries can be made:

So, now my question is what is the difference between these three options, especially for 1) and 2) I have no idea what's the difference how there are used internally.
As far as I understood is 3) user-based. so the entries there are only taken in the recipient matches, right?

So TL;DR is, that if I want to add an email-address to a global whitelist w/o any additional rules, I would take the "Welcomelist" located at the "Mail Proxy" settings, is that correct?

You need to take into account the rules and their priorities as well (e.g. in the default rule-set the Blocklist rule has a higher priority than the Welcomelist rule)

The docs try to explain this with:

but - put shortly - it should work as you describe it - if you get surprised by the results - check your rules (and the logs which log which rule caused a particular action) ;)
