default key novnc does use proper codes for special characters

novnc-pve: 1.0.0-2
defaul keymap thinks "!" is "1" and so and so forth does this for all special characters

Its almost as if the shift key doesn't actually work kinda big deal when passwds don't work and cant be changed to one without the complexity

tried switching the keyboard to english and rebooting it made it worse no keys were recognized till switched back to default and rebooted again

when installed this OS and set a password the keymap worked with ! and other special chacters no to get a preboot passphasewith special character has to be done over a temp vnc console since novnc does not detect it right



tried it in Chrome & FF linux latest

it all depends on client/guest keymaps

if you have datacenter keyboard and vm keyboard on 'default' then it simply uses the guests keyboard layout
(sometimes the client os/browser also makes problems)

that issue is long resolved

do you have non-us keyboard layout configured in the guest? if yes, maybe this does not get loaded in the preboot environment?
