Like killing VMs? It is just very likely that you over-provisioned your hypervisor.

over-provisioned ? how should I resolve to my dedicated not restart with high CPU load

Put less VMs on it, so the node has more performance. Otherwise check the config of your VMs and do not assign all CPU Cores to all VMs.
