I tried to create a workaround, not optimal but it worked for me to run cloud-init-18.5-3.el7 on CentOS 6. https://gist.github.com/RamyAllam/abbe13522c3b67d194618b84db894cbd Hopefully, this can help anyone who's experiencing the same issue.
