No Proxmox VE does not do that.
But you can easily create you a corn job or an systemd.timer for this purpose.

Im currently working on a backup hook script which does incremental encrypted offsite backups, so far it works great.
It uses duplicity and supports several protocols e.g ftp, sftp, rsync, webdav, amazon s3, dropbox etc.
I might release it with setup instructions in 1-2 weeks.

What some users do is mounting that FTP server with SSHFS and add that mountpoint as directory storage to Proxmox VE and use that for backups.
It may not be the fastest option but it is secure and work. Also it's fast enough to max out the various "FTP" storage boxes hosting providers offer..
