i recommended to following this guide and compare your sources in /etc/apt/sources.list and /etc/apt/sources.list.d/*.list

theses forbidden error are pretty strange (on public debian repo or proxmox no subscription).

are you sure that you don't use an http proxy on your network and that is blocking the access ?
