Advice about passthrough two vga to two vm

Hi, here my configuration

1. Intel i7100 with oboard VGA 630HD
2. Asus GTX1660s on PCIE
3. I have 2 VM, a Windows 10 with 1660s, and a Linux

Problem:
1. If I did not plug in GTX1660s to the host, i can passthrough 630HD to any VM (either Windows or Linux) without issues, all worked perfectly.
2. if I plugged in the GTX1660s, and have it passthrough to Windows 10, then I wont be able to passthrough the 630HD to Linux anymore.

My intentiona:
1. Passthrough 1660s to Windows 10 (this is working perfectly now with graphic and audio to my TV)
2. Passthrough the intel 630HD to Linux only, this is not working.

Error message:
1. when i try to start the Linux VM with intel 630HD, I get below message from Proxmox log:
kvm: -device vfio-pci,host=00:02.0,addr=0x18,x-vga=on,x-igd-opregion=on: vfio 0000:00:02.0: failed getting region info for VGA region index 8: Invalid argument
device does not support requested feature x-vga
TASK ERROR: start failed: QEMU exited with code 1

My Linux VM conf: this conf work correctly if i did not plug in the 1660s.

What I had tried:
1. removed the args, and add hostpci0: 00:02.0,pcie=1,x-vga=1,x-igd-opregion=on
2. vm can start, but display is black (blank) in console.
3. trying connect to Linux VM using Anydeks, it will be also black (blank).

also i am experiencing choppy/cracking sounds in my GTX1660s passthrough during youtube playback. strangely KODI and Gaming is ok dont have crackling sound problem...
 
some update about poping/cracking sound on HDMI passthrough:

i had tried to lower down the speed of the PCIE from mobo BIOS, limiting all the PCIE speed to Gen2, and this make a lot improvement for the HDMI cracking sound. although it is not perfect but it is more acceptable now.
