On the advanced properties of the nic of the windows guest, try disabling tcp offloading, I had some problems with this option in the past (but not related to speed)
There are also some buffer configurations, try increasing those and see if it helps
On proxmox there is also a multiqueue config...

It would be nice if it was possible to set MTU value on the nics directly in the GUI
As it is now, we have to fiddle around with configuration files, but since systemd a lot of old documentation mentioning ifconfig and stuff is deprecated, its a little frustrating

Not sure if its related, but I had problems with pfSense and Windows Guest running on Proxmox, the guests never pickup ip from dhcp of pfSense, no matter what
I fixed disabling the option "TCP Offloading" on the NICs of the Windows guests
Strangely I vaguely remember trying with Untangle...
