where should the PBS_LOG variable on a standard PVE->PBS setup be set? To my understanding, the variable is more for a script/cron situation?
The syslog+journal on the PBS is getting spammed with "successfully added chunks".

Thanks for pointing me in the right direction. In the past I used apt-dater and a dependency of apt-dater-host is needrestart! Therefore it was installed.

why is the watchdog-mux.service selected for restart on apt upgrades?
For me this results in an instant reboot of the node in the ha-cluster.

arpsend doesn´t cancel the vz start anymore. It only writes a warning and starts the vz despite the address conflict.

My old backups will never be deleted because of "--remove 0" in the vzdump call.
Where does this setting come from?

I have varying results at the moment. I´ll redo the test tonight with openvz shutdown.
But possible it´s not uninteresting to test the system under load:
