I'm also have this problem with proxmox 6.3-6
Under Debian 10 & Ubuntu 16.04 ping IP get about 10% packet loss.
But If I ping the same IP from Proxmox host, it doesn't have any packet loss.
This is a very strange problem and nobody of proxmox team answers it ever!

I'm created a virtual machine & install Debian 9.4 on it. when it's idle, the proxmox & top command in host report about 4% cpu usage.
After investigation I have found that if I disable "Use Tablet for Pointer" the problem will solve & host cpu usage will down to 0.7%.

It seems that "pve-kernel-4.4.21-1" has problem with virtio disk type. because If I change bus type of my new disk to "IDE" the problem #3 will solve.
