I have a development PVE host with this configuration.
i7-8700, 64Gb RAM, 2xSATA-10T, 2xNVME-512Gb
OS Installed on the one of the NVME.
Then from PVE GUI was created ZFS Pool from 2xSATA.
And manually added 2nd NVME as log and cache.
When I try to restore backup from a system nvme...
Hmm.. In my case IO thread was not enabled on affected VMs, cause there was one disk per VM. And if understood right IO thread may be useful only in case when in VM multiple disks are used. pve.proxmox.com/wiki
BTW for now VM 300 cannot start, while restore in progress. And it showed as running.
root@px3 ~ # qm stop 300
root@px3 ~ # qm start 300

For test just done.
Downgrade packages pve-qemu-kvm=5.1.0-8 libproxmox-backup-qemu0=1.0.2-1
And try to restore VM again.
And I think I managed to collect debug data for you.
VM 320 - it is restoring machine at this moment of time.
root@px3 ~ # qm list
VMID NAME STATUS...
Have the same situation. VM begin hanging while trying restore any VM onto ZFS pool.
Here is some logs.
