I have determined the cause of this issue.
It was only happening on NFS storage, not local storage, and was also after a recent update of my FreeNAS server.
I don't know what had changed, but it appeared that that update caused an incompatibility with ProxMox and NFS on ZFS!

I discovered that after the reinstall of node "proxmox1" the NICs were in the wrong order. I have now corrected (in /etc/udev/rules.d/70-persistent-net.rules) and so the output of brctl is now:
